Naciśnij na lewy dolny róg na tę ikonkę "Windows", dalej naciśnij na "uruchom" i wpisz:
services.msc
odszukaj wpis i wyłącz lub skasuj tę usługę.
Spróbuj też ustawić ścieżkę do odpowiedniego pliku (u mnie to jest):
datadir=C:/ProgramData/MySQL/MySQL Server 8.0/Data

Włącza i wyłącza się MySQL chyba klikając w ścieżce:
C:\Program Files\MySQL\MySQL Server 8.0\bin
na:
mysqld.exe
Removing the service
To remove a server that is installed as a service, first stop it if it is running by executing NET STOP MySQL. Then use the --remove option to remove it:
C:\> "C:\Program Files\MySQL\MySQL Server 8.0\bin\mysqld" --remove
